The objective of the Phase Regional Plan for Waters and Energy is to guide land use in the Varsinais-Suomi region in such a way that the status and protection of water bodies are comprehensively taken into account in planning. In addition, the regional plan enables the development of reliable and multi-level energy supply in a manner that is sustainably integrated with other land use values and needs. The planning area for the phase regional plan is the entire Varsinais-Suomi region.

The status of Finnish sea areas and particularly the Archipelago Sea has been researched and monitored for a long time. Key actors have been the Finnish Environment Institute (SYKE), the Natural Resources Institute Finland (Luke), universities and regional ELY Centres. Monitoring is carried out using several methods, such as water samples, satellite images, research vessel measurement data, biological monitoring, and modeling and long-term datasets.
