These themes are complemented by the strategy\u2019s values, which describe a shared operational culture. Responsibility is reflected in decisions where ecological, economic and social impacts are considered as a whole. Accessibility ensures that services, information and opportunities for collaboration are available as widely as possible, both physically and digitally. Trust creates the foundation for partnerships and open collaboration between different actors. It defines the direction the region is collectively committed to and the means through which the future of Southwest Finland<\/a> is built. The strategy is prepared in broad cooperation with municipalities, higher education institutions, businesses, organisations and residents, and its implementation is monitored regularly.<\/p>\n

The strategy consists of three parts:<\/strong><\/p>\n

The Developer Forum provides a platform for developing impactful projects and solutions that benefit the entire region. Through the forum, a shared understanding and future direction for Southwest Finland are built, together with the capacity to respond to changing needs and emerging phenomena. These reviews assess the progress of the strategy from four different perspectives and compile the most important results of regional development activities.<\/p>\n

The annual reviews are submitted to the Regional Board for information. Monitoring serves as a management tool for leadership and elected officials, while also strengthening commitment and motivation among partners and actors involved in the implementation of the regional strategy.<\/p>\n

At the core of the annual review is information compiled by the region\u2019s expert networks on the implementation of the objectives and measures of the Regional Programme. The networks assess progress using a five-point scale together with narrative descriptions of key achievements and progress.<\/p>\n

The barometer survey is an open online survey conducted annually among the region\u2019s key actors and prepared on the basis of the strategy\u2019s values, priorities and objectives. The barometer examines both the overall development of Southwest Finland and the implementation of the measures of the regional strategy. It also evaluates the activities of the Southwest Finland Developer Forum.<\/p>\n

Southwest Finland funding portfolios<\/a> describe how public funding allocated in the region by different authorities is directed towards themes arising from the Regional Programme. Dividing funding into portfolios is one way to monitor the implementation of objectives and measures. The portfolios improve the transparency of funding allocation and support cooperation between authorities in directing funding. The information is compiled in cooperation with the region\u2019s funding authorities.<\/p>\n

To support the monitoring of the Strategy for Southwest Finland, the Regional Council of Southwest Finland has also developed a regional EVP index. The index provides a situational overview of regional development from the perspectives of vitality, attractiveness and retention, while also comparing the development potential of Southwest Finland with other regions. The EVP index is administered by the Regional Council.<\/p>\n
